Accepting Plane Ticket from Casino Consultant

The New York State Senate minority leader David Paterson has agreed to pay a casino consultant and developer $4,500 for a flight he took from Westchester County to the state capitol in January of 2005.
Senator Paterson, a Democrat from Manhattan, was acting under the advice of the Lobbying Commission. He had, he claimed, accepted the flight from Richard Fields, a casino consultant and developer, under the impression that he was legally allowed to do so. He originally paid $176.20 for the flight, with the remainder being covered by casino consultant Fields.
However, under state law, government officials may not accept gifts worth more than $75 from lobbyists. Senator Paterson’s spokesman Jim Plastiras said that the senator had always intended to pay for the ticket from the casino consultant and developer.
Fields has agreed to pay a $9,000 fine, and to bill Senator Paterson $4,500 for the flight ticket.
“Now that the Lobbying Commission has adjusted its rules, I will comply with its determination and will send payment today,” Senator Paterson said.
Senator Paterson is Eliot Spitzer’s running mate in the November 2006 election for NY lieutenant governor.

Macau was a Portuguese colony for several centuries but was returned to China several years ago. It remains a specially governed city- state, with laws that differ greatly from those on the Chinese mainland but still ultimately subject to Chinese rule.
